I have never had FPS drops at all with Open Cities; I have 134 mods installed. I do agree with u/Arthmoor though that it was likely more lack of modding skills than actual incompatibilities. With SE however, I have yet to find a single issue with Open Cities outside of the occasional quest mod that forced me to make a patch myself. That's still a lot of mods that alter cities. Those are a matter of taste much more than good/bad/broken, most of the time. Seeing whiterun in its splendor from outside and not being able to enter it directly just breaks immersion. I get that this is an immersion-breaking thing for some people, but this is a pretty standard setup for fantasy videogames, including Oblivion, Witcher, Dragon Age, and so on. That's fine and I can get it to run smoothly with a fair few mods, but with all that effort from my system being used to run open cities I could run 20 other mods in its place which id enjoy more.
